Dave D. Jennings is the Program Management Manager for Lockheed Martin Integrated Systems and Solutions, where he is responsible for the cost, schedule and technical performance, which represents $15 million in annual sales ($75 million contract value for 5 years). From April 2005 to June 2006, Dave was a Military Liaison for the U.S. Congress acting as the Senior Military representative to the Appropriations sub committee chairman. Dave was also the primary daily Point of Contact between the 50th Congressional District, senior commands, and industry on all Department of Defense (DOD), Department of Veterans Affairs (DVA), and Department of Homeland Security (DHS) issues involving acquisition, appropriations, plans, and programs. In this position, he was relied on to accurately screen and analyze multiple data streams for salient information, which he would then summarize and present to appropriate decision makers or community groups. Furthermore, Dave’s expertise promoted the rapid development of productive relationships which allowed for the furthering of legislative programs concerning the military and Department of Defense contractors in San Diego.
From 1982 to 1998, Dave served his country in the United States Navy. After becoming manager of the changeover project for the Miramar Naval Air Station in San Diego in 1995, Dave oversaw all aspects of major operations transfer directing the activities of 40 plus Commanding/Operations Officers with an overall responsibility for 180 plus support units. Dave also performed lobbying liaisoning daily with high-profile political and community figures to influence decisions regarding project operations. Dave prepared and delivered frequent briefings to high-ranking political officials, community action groups and EPA regulators presenting both highly detailed and broad overviews of progress. Dave has a Bachelor of Arts in Economics from Bemidji State.
