Joe Betancourt
Jose Betancourt is the founder and president of Tesoro Veterans Group, Inc. He has extensive experience in the military and in the private sector. Born in Mexico and raised in Texas, Mr. Betancourt enlisted in the United States Navy as a hospital corpsman trainee and rose through the ranks to the grade of Rear Admiral.
In the private sector he has served in numerous positions of increasing scope and personal responsibility, with emphasis on public education and the maritime industry. He has managed budgets of over one billion dollars and led successful efforts to increase the efficiency and effectiveness of engineering and facilities maintenance departments. He is recognized for leading efforts to modernize complex computer systems networks, including the development of customized computer software programs.
Mr. Betancourt is widely travelled. He has visited over 30 countries and is a recognized expert in Latin American history, customs and traditions, all allowing him to consult on a frequent basis with leading business leaders and entities. His expertise includes the Middle East, the Asia Pacific region and Europe, where he served with the North Atlantic Treaty Organization (NATO) as an intelligence officer on the International Military Staff.
Jose Betancourt is fluent in Spanish and English in both spoken and written forms. A graduate of the University of Texas, Pan American, the Fletcher School of Law and Diplomacy and the National Defense University, his specialties include national resource strategic planning in the energy industry and international relations.
His volunteer efforts have included serving on various not for profit organizations’ boards. Most recently he was recognized by the Department of Immigration and Naturalization with presentation of the American Citizen by Choice Award for his contributions to the Department and the nation.
